President Launches the Online Single Submission (OSS) System of Risk-Based Business Permit Application


On August 9, President Joko Widodo officially launched a risk-based Online Single Submission (OSS). President Widodo claimed that the OSS is an online one-stop service of business license issuance in the era of Omnibus Law on Job Creation. The President urged the members of the Onward Indonesia Cabinet to use the facility consistently. The President said that he would check its implementation in the field to ensure that the business license registration is simple, cost-efficient, fast, and standardized to improve Indonesia’s ease of doing business.

Sri Mulyani Indrawati, Minister of Finance, stated that the business entities are now able to register for a business permit from anywhere as the government had implemented the Online Single Submission (OSS) system or the one-stop service. For businesses under IDR 5 billion valuations, the permit application is free of charge.

The OSS system uses the risk-based assessment, whereby the lower the risk an enterprise might produce, the easier the issuance of the license would be. Minister Sri Mulyani also stated that the MoF had delegated its authority to the Ministry of Investment. The Minister quoted that investment is one of the important pillars of the country’s economic growth, noting that in Q2/2021, the Indonesian economy grew 7.54% YoY. According to the Minister, the launching of OSS is a radical way to reform Indonesia’s investment climate.
